release: 2026.08.16 Arranxo (semi-hotfix) — os-release + release notes

- Bump os-release to 2026.08.16 Arranxo in root/live overlays
- Add live-overlay usr/lib/os-release copy for self-containment
- Rewrite latest-release section for the semi-hotfix (COSMIC DM fix,
  zsh lockout fix, new Plasma Minimal DE entry, jtadlock91 credit)
