ncurses: Resolve conflicts with -terminfo packages
...
ncurses-term provides terminfo entries only for terminals which don't
have their own -terminfo subackage now.
This also replaces the remove-foot.patch with rm in post_install() to
make handling of terminfo conflicts consistent.

Generating terminfo in INSTALL is unnecessary and leaves .info file in
/usr/share/terminfo which can confuse some programs.
Dvtm now also uses proper build_style=gnu_makefile instead of calling
make explicitly.

man-pages: fix links to moved manpages

The template file renames rand.3 and err.3 to glibc-rand.3 and
glibc-err.3 to resolve conflict with openssl manpages, but it
doesn't fix manpages linking to the old version. These manpages then
won't know where the manpages are. This commit redirects them to the
renamed version.

st: add ncurses to st-terminfo dependencies + fix

st-terminfo.INSTALL uses tic to compile terminfo entries, but there's no
guarantee that tic is actually installed. This commit adds ncurses (the
provider of tic) to the dependencies of st-terminfo. It also adds
missing terminfo entries to st-terminfo.REMOVE and replaces sed with
vsed.
